Inmarsat GX Infrastructure & User Terminals Visiting Policy for the Russian Federation Territory

In accordance with applicable Russian Law on Communications, FSUE Morsviazsputnik (“Morsviazsputnik”), the Inmarsat Global Xpress (“GX”) Ground Infrastructure in-country partner and licensee for GX, has put into operation a solution that meets the regulatory requirements with regard to GX traffic on the territory of the Russian Federation.

This solution is now operational for all visiting GX User Terminals (“UTs”), which need to be registered on the GX UT database. Non-registered GX UTs will not be able to use the Inmarsat GX service when operating within the territory of the Russian Federation including the 12-mile limit of its territorial waters and Russian airspace.

This GX UT visiting policy is expected to become operational between Q4 2020 – Q1 2021 and Inmarsat will send a confirmation on the introduction of GX in the Russian Federation in due course. Please note this UT visiting requirement is generally similar to the one currently in place in the territory of the Russian Federation for the BGAN family of terminals.

From a technical viewpoint, Morsviazsputnik has been deploying the Russian segment of the Inmarsat GX network that is fully managed locally via their security-compliant infrastructure. This will have no impact on the way GX VARs collect the GX Synthetic Virtual Network (SVN) traffic today.

This solution will affect all GX UTs that are located in Russia during their IP communication sessions.

In line with Inmarsat’s general policy and VAR MFA regulatory clauses, it is the obligation of Inmarsat GX distributors, resellers/providers and users/subscribers, as appropriate, to comply with national regulations on the use of mobile satellite services.

GX Visiting terminals

Non-resident Inmarsat GX users/subscribers intending to travel to Russia with their UTs may operate in a “visiting” terminal mode provided they follow the set of guidelines below:

    • Under Russian regulations the “visiting” terminal policy applies to Inmarsat GX terminals registered in a visiting mode including Inmarsat GX Land, Maritime and Aeronautical UTs.
    • The GX Land, Maritime and Aeronautical “visiting” UTs must all be registered in the Visiting GX UT database of Morsviazsputnik in advance according to the instructions and process detailed below. A non-resident Inmarsat GX user intending to enter the territory of the Russian Federation with its Inmarsat GX UT may communicate to Morsviazsputnik directly or via its Inmarsat GX distributor, reseller/provider (“VAR”).
    • Should any Inmarsat GX “visiting” UT’ registration details change, the registration in the Visiting GX UT database is to be updated immediately by contacting Morsviazsputnik.
    • Morsviazsputnik holds the right to contact Inmarsat GX distributors, resellers/providers or end users/subscriber of any Inmarsat GX “visiting” UT to confirm registration details, and such Inmarsat GX distributor, reseller/provider, end user is expected to provide a proper confirmation within 24 hours.
    • Morsviazsputnik holds the right to reject a request for registration of any Inmarsat GX UT in the Visiting GX UT database should the information provided be incomplete or inaccurate.
    • For GX Maritime and Aeronautical “visiting” UTs details can be submitted in advance of use on the territory of Russia on a yearly basis for ease of convenience
    • Renewal of registration for Inmarsat GX Maritime and Aeronautical “visiting” UTs for another term of 1 year is available. Renewal of registration becomes available 1 month prior the expiration of the current registration term.
    • For GX Land “visiting” UTs, details can be submitted in advance of use on the territory of Russia on a 6-months use basis for ease of convenience.
    • Renewal of registration for Inmarsat GX Land “visiting” UTs for another term of 6 months is available as long as a local Inmarsat GX licensee becomes fully operational on the territory of Russia. Renewal of registration becomes available 1 month prior the expiration of the current registration term.
    • As soon as a local Inmarsat GX licensee is available on the territory of Russia, Inmarsat GX Land “visiting” UT must either leave the country after expiration of the above mentioned time period or be re-commissioned with the local licensee.

Visiting Terminals

To ensure the seamless operation of the visiting GX UTs on the territory of the Russian Federation, Inmarsat entities i.e. distributors, resellers/providers and users/subscribers as appropriate, intending to operate terminals should submit the required details in advance of usage on the Russian territory by registration of visiting GX UT in the Visiting GX UT database via a Morsviazsputnik portal.

The following information should be submitted in advance by Inmarsat entities:

A) For the visiting GX Aviation UTs

  1. Name of the airlines/s, if applicable;
  2. Date of the first entry on the territory of the Russian Federation;
  3. DID of GX Terminal;
  4. Tail number.

B) For the visiting GX Maritime UTs:

  1. Name of the shipping company, if applicable;
  2. Date of the first entry on the territory of the Russian Federation;
  3. DID of GX Terminal;
  4. FBB IMSI;
  5. FBB MSISDN;
  6. International ship registration number.

C) For the visiting GX Land UTs:

  1. Name of the User (legal or physical entity);
  2. Date of the first entry on the territory of the Russian Federation;
  3. DID of GX Terminal.

The registration of any “visiting” Inmarsat GX terminal is to be provided within 48 hours upon submitting the above-mentioned information. Morsviazsputnik’ Customer Support is available 24/7.

Registration with the Russian licensee (FSUE Morsviazsputnik) is required by law and is free of charge for any visiting GX terminals.
